For eu4 and ck2 adding a season pass at this late stage would be useless. HOI4 is still in development, so that made me wonder, have the devs considered the option of creating a season pass for dlc?

For a Paradox game, a season pass would probably be worth it.
But, I think Paradox has often commented that they base their number of DLCs on the sales numbers. So, if they sell alot (as CK2 and EU4 continue to), they continue to produce.

Season pass is the worst thing ever invented in the video game industry.
You pay for something that you don't even know if you want or not. You are basically giving away your monies and hoping it would be worth it. If the expansions turn out to be bad, well better luck next time.
