The HOI series has a great reputation for being easily modified by the user itself. This is done by entering the game files and changing certain aspects of text files in the game folder itself.
I think it would be a good idea to implement an in game interface that allows you to do this. Kind of using the F12 prompt to trigger cheats or events but as a real feature.
Let's say you have been playing a long campaign that you enjoy and you realize that its going to end before you want it because your AI opponents aren't putting up a good fight enough and you want to throw them some extra IC, supplies or what-not. Then you could open this interface and add these factors to a certain nation. Wouldnt that be handy?
This option should only be available in single player games to prevent from cheating in MP playing. (which can easily be done anyways)
I mean it's not like its not possible to do this anyways, its just more complicated and takes more effort to manually manipulate text files outside the game.
