Many veteran HOI players thinks that playing the game on normal/normal is too easy so they like to add some challenge when facing the AI which, lets be honest, although a lot improved over the years, plays worse than most human players.

To tend to these needs the design includes the option of choosing different difficulty levels which increase/decrease certain factors for each and every AI nation in the game.

This will sometimes come up with results that are not beneficial to your gaming experience.

Fx. when playing a Western allied nation, choosing a harder diff. level will add 20% or 40% to all AI nations. You might think this will give the Axis nations a benefit and provide a more challening game. Think again. Considering how much more IC in total the allies have this setting will actually benefit your own team more than the axis. This is also true when playing the Comintern (USSR). Of course you will have a tougher time when playing an Axis nation on these settings.

Secondly, when I play the game on a higher difficulty I want the game to be more challenging, not changing too many factors around. The increased/decreased research time of the diff. levels means that you will see nations that historically had rather inefficient troops utilizing superior weapon systems than yourself. There is no option to increase only certain areas of AI nations.

This means that the diff levels are a very blunt instrument to balance the game and that it needs an overhaul for the next game.

In summary I would plead whit the designers to introduce a more refined difficulty level system where you can a) choose to strengthen only certain nations/teams instead of all or none. b) choose which areas you want to strengthen, MP, research, IC, resources, etc.

I'm sure there are other areas of this that could be added and implemented without too much trouble.

in HOI2, you could tweak your personal (and AI IIRC) bonuses yourself in a config file - granted - this is not very handy to deal with and they are "cross the board".

I totally agree with you that some nations specifically should be able to be "pimped up" or "pimped down". F.e. as Japan you could want to "pimp up" China and "pimp down" USA. China often is too weak and USA is often unstoppable when their carriers start jumping into the ocean.

Basicly - this is a very good question you have raised. During my long years of gaming, I've seen many games that are splendid/genial to play - but when you to play a higher difficulty level they fail to deliver the chery on the cake.

This is (more or less) already in the HoI2. You can edit difficulty.csv file.

An interface for a detailed setting of difficulty levels would be nice indeed. It would be great if you could do something like adding modifiers to seperate countries or groups of them.

An interface that would allow you to specify something like this:
Allies: +10% production, +5% raw materials
Axis: +5% research, -5% raw materials
Italy: +10% manpower
South American countries: +5% money
