Just being a nitpick here... you are talking about relations, not reputation.
Usually, you have relations of 0 with most nations at the start, with some neighbours you can have anything between -200 and +200, but the default is zero. If you go through six wars in a short period of time, are you surprised if other nations start regarding you with mistrust and suspicion? Even if you have a CB.
The way to prevent it is to be patient, not grab everything immediately just because you can. You'll spend a long time paying money to better relations that keep dropping back down because of your reputation being shot to pieces in the first 20 years.
I agree that the part of Maya being ticked of because of Tunisia is unrealistic, but I don't think it is going to change.
Edit: I just found a rationale for the last part; because of your history as a brutal expansionist, your diplomats and commanders are a brutish lot. They immediately offend everyone they meet for the first time. The Mayans have a reason for not liking you after all...
