Passives gained through reputation often are spotty and don't work. I'm not sure what the cause is, but usually reloading fixes it and then it'll stop working again when zoning somewhere else. I may be generalizing by saying all reputation passives are spotty, but the one I frequently can observe when it's working or not is the Disfavored passive, Stand Together, Stand Tall. I can easily spot when I'm no longer getting the Resolve bonus since an icon is shown next to the character portraits.
