Started a game as a republic 867 start date, no Trading Posts anywhere. Can't build one at all.

Specifically the Republic of Venice. Figures that none of the Patricians and the Doge don't have the Palace upgrade, so they could build trading posts. Can this please be fixed?

I'm pretty sure that the ability to create trading posts increases with time in the mod. For some reason, the ability doesn't start until January or March of the first 5 years, when it adjusts to the minimum of 2 over 10 years. Also, I noticed that rival families rarely created trade posts even when they had the ability to create them. They may make one in the first 10 years, but then none in the next 50. Strange.

During the 867 start date on SWMH (not sure about without), most of the provinces have low levels of Trade Practices. The first level gives -100% trade posts, the next -50%, and the third 0% modifiers. On the start date, you have a -95% modifier. Focus on raising Trade Practices right away to get to the second tier, at least, if you want to start building trade posts right away. I believe it is WAD or a preference thing.

Yeah, this is why on my current play-though I started as Amalfi, since I could start doing the whole republic thing from the get-go, rather than waiting many, many years for the technology to be researched.
