Republic: Duke-level burghers become feudal on reloading the save

I'm a king-level republic. Some counties have the "New Administration" debuff. I can create duke-level Burghers but when I reload the save, the new Grand Mayor vassals who happens to have a county containing the "New Administration" debuff, are changed to feudal "Dukes" instead with the -30 "Wrong Government" opinion penalty, even if he owns no castles. Everything else remain, the succession of the duchy is still Open Elective.
