For more fun multiplayer games, games were players can make and join whatever factions they want to play whatever alt-history scenario they want, I believe the "at least 30% same ideology" criteria for joining a faction should be replaced with a "-30 willingless to join, different ideology".
This makes it possible for a player to join another players' faction with the only limitation being world tension. While still resticting the AI from joining a different ideology faction unless in extreme circumsntaces, such as having a common foe in the war.
It will not break the game because of the negative willingness modifier. AI won't join a faction with a different ideology, maybe even less than they used to since a nation with 65% democracy and 35% fascism can still join a fascist faction, but a -30 willingness will make it less likely to join the fascist faction.
It is realisitc. More often than not, alliances are not out of ideology but out of convenience.
* Italy allied with Germany out of convenience, not because they were both fascists, in fact Mussolini hated Hitler.
* Italy was actually against Germany and on the same diplomatic side with UK and France before 1935.
* England/USA allied with USSR again out of convenience, they didn't have a high opinion of communism.
* Finland and Romania allied with Germany out of convenience, they were what would be in game non-aligned.
* China allied with the allies, the old opressors who colonized parts of them, out of convenience.
