Repeated CTD at annexation

I play for USA in allies, the axis is at war with allies and comintern. At annexation of Italy -- CTD. I have a savefile at the moment of annexation.

Italy have no puppets, but have a large number of captured provinces in Africa and few in europe.

It is not only USA-Italy problem.
At annexation of Hungary -- CTD, at soviet annexation of Romania - CTD again.
