What is the best way to get a badly damaged CAG repaired asap, and what factors influence the repair rate?

Does it make a difference if the carrier fleet is docked in a harbor or moving on open sea?
Does it make a difference if the harbor, that the carrier fleet is docked in has an airport? Does the infrastructure level matter?
Does the CAG repair faster, if i rebase it to an airfield, and rebase it back to the carrier once it is repaired (taking double org hit in the process)?

I´d say CAGs repair fastest on a lvl 10 airfield which is in a lvl 10 infrastructure province.
Of course they also do repair "on deck" but imho slower.
But i am no expert and others might have a better understanding of this.

I am 100% sure that they also repair when the carrier is not docked / the CAG is not on an Airfield, because i just tested it ;-)
Within 2 days from 76.1% to 79.4% strength.

No offense intended, but i just checked and noticed that my CAGs do repair on ship.
Beeing docked in port or not doesnt matter.
My own port or port of an ally does neither matter.
They regain org and strength. Definetly.

But I am running SF not TFH or FTM.

The same is true for ships. They will repair slightly while at sea so long as they don't get banged up by anything. I assume this is you receiving additional crew members and it is possible to do some repairs even underwater with the proper crews and underwater welding.

If you CAGs are very low, it's best to make an executive decision. You can either send the *whole* CTF back to a relatively safe port for a time to let them repair, or if it's only a few wings out of the total that are hurt, you could also send the CAGs back to a land based air field for repairs and keep your CTF at sea. The problem with CAGs is even if they're very low in strength, they will often default to the CAG duty mission and engage any air craft that attack the CTF, and end up taking more damage as a result, which makes for longer repairs.

It also doesn't hurt to have 1-2 spare CAGs built so that you can cover in emergencies or if you happen to really screw up and lose a CAG wing.
