Repair Provinces problem

Hi-Playing US,v1.03,7/17/37.

I have a 4.0 need, slider set to .01. I set the slider to, say, .75. Then when I click to resume game, it resets back to .01.

This has happened several times. Ideas, anyone?

Either drag the slider or leave the production screen before the end of the day for now.
