Shouldn't there perhaps also be an event for the Kaiser to decide on a reorgaization of the navy, similar to the reorganization of the army?

I would assume that a colonial super power would eventually move from Fleet-In-Being towards Base Strike doctrine (because that is imo more equivalent to modern day Power Projection)

Just wondering...

The main challenger to German naval supremacy is the UoB, which concentrates its force in the North Sea. In order to counter this threat, a large Fleet-in-being is still necessary to keep Germany itself safe. Furthermore, protection of its sealanes is less important to Kaiserreich Germany than reallife Britain, as this Germany isn't as reliant on importing goods and supplies from overseas, as Germany and Mitteleuropa are able to produce most of its recources themselves or import them from their neighbours.

I can understand that... Until UoB eventually goes down.

Then either Qing Empire, Japan or the surviving power from the ACW become the major threats and thats when a shift from Fleet-in-being to Power Projection becomes sort of inevitable.

But your explanation is good enough for me.

Will Germany ever do anything about its large numbers of aged and decrepit battleships?

That's more or less what my original question meant. A "modernization of the navy" event could offer multiple options:

1) Keep status quo.
2) Keep focus on battlefleet, but start modernizing the navy. Will lead to replacement of old ships, some of which could perhaps be sold off to allies.
3) Focus on fast cruisers and submarines to protect and dominate the seelanes. Would mean a shift in naval doctrine to sealane interdiction.
4) Carriers are the way of the future. Which would mean a shift in naval doctrine to base strike.

The option 2) would be costly and therefore unpopular, leading to increased levels of dissent.

The options of 3) and 4) should be very unpopular and lead to senior naval officers resigning, research teams being replaced and increased levels of dissent.

I think it's a bit silly for Germany to retain its first generation dreadnoughts, the Nassau and Helgoland class ships. All eight ships (Nassau, Rheinland, Posen, Westfalen, Helgoland, Oldenburg, Ostrfriesland, Thueringen) are 35 years old at the start of the scenario, in comparison to other battleships they're dinosaurs! Even worse are the pre-dreadnoughts still in service. Granted, they're represented as level 1 heavy cruisers in the scenario, but come on, these ships were obsolete before the First World War started, why would the German navy retain them for another 25 years?

The British historically scrapped dozens of older ships after the war ended, because they could not afford their upkeep. I'm going to assume that the German economy was an absolute mess after the war in the Kaiserreich timeline as well, so doesn't it make sense for them to dispose of a lot of their older warships? Unless the scenario is trying to represent how much of a fetish the Kaiser had for the navy, to the point where he refused to scrap even his most decrepit and ancient battleships?

Yep~ there are too many old ships in the German Navy and every time I sell them to allies like Austria and Ottoman and make new ships....

How about the German have a new ship call "Kaiserreich"?

In addition, there are two battlecruisers missing from the Mackensen-class. SMS Mackensen and SMS Prinz Eitel Friedrich are there, but I don't see SMS Graf Spee and SMS Fürst Bismarck anywhere. They are newer than other ships (laid down around 1915-16) so I don't see reason to not include them, unless they were scrapped/retired/sunk earlier in the KR timeline.

EDIT: There's also two ships called SMS Yorck. One is a heavy cruiser from the (in-game) Hipper-class, the other one a battlecruiser from the (again in-game) Yorck-class, based at Wilhelmshafen and Port Said, respectively. Since the battlecruiser version fits with the name of the class it is, I would recommend to name the CA one as something else, since it feels weird to have two ships with a similar name within a navy at the same time.
