I don't undersatnd the logic:

If the intend i sto give transports to the winner partion the navies ( say 40%, side A, 40% side B, 20 finds a nice island to retire to and evapoates).

This cripples the UK. Without ANZCAN troops they LOOSE in 39.

I see two key issues related to transports and I'm not sure which one you're addressing.

1) When you militarily control a counrtry, you cannot use THEIR transports to move THEIR troops - they refuse to load onto the transport.

2) You cannot use YOUR transports to move an allies units or vice versa (this assumes that you have military control of them). This doesn't make sense

And a related issue to #2, we (as the human player) should be able to OFFER military access to our allies. At the moment, you can only accept an offer from your allies (but the AI never makes this request) and request them to provide you military access. This needs to be fixed so I can, for instance, allow France's tac bomber in Syria to transition through my (UK) African provs to get back to continental France.
