I don't know if this is feasible or even remotely balanced, but here it is:
Add an option to "Rent" pops work on the slave market instead of selling them. After 10 years, the pops return to you, and if anything happens to them in the meantime that prevents them from coming back, they have to pay the full price as if they had bought them + a penalty.
I think this would be awesome if you are mechanists, for example, renting robot labor around the galaxy, but you're not doing it "at a loss" because you're going to get your robots back at the end of the decade.
Also would be kool to make slaver empires more viable, I mean you can't fight the big bad slavers if they aren't allowed to be scary after all, no?
