The ability to Roleplay one's own empire is the focus was stated as one of the main focuses of Utopia.

Personally, I love this- speaking as one who regularly RPs his games. However, I am a bit concerned as to the nature of factions: primarily their names. Some people, myself included, have a fairly vivid idea of what the internal politics of their own faction is like, and would enjoy greatly the idea to help dictate the way in which the new factions are named.

This being the case, is the ability to rename factions something achievable in Banks?

We should be able to rename everything. Maybe even stuff outside our empire.

I've always said that the more things the player is able to customize, the more potential there is for effective roleplaying of one's own empire. Having said that, I'm not certain that renaming everything would be for the best.

Think of it in terms of systems: you could allow players to rename every system in the game, but then how would the game handle multiple players renaming eachother's home stars/planets/ships/etc? And to setup an entirely separate set of rules and code for renaming for multiplayer different from singleplayer is a lot of work that someone has to get paid for doing- there are honestly better things for devs to be doing that coding redundant sets of naming rules.
