"Cloning" seems like way too big of an ability / can of worms to be a simple +X% Growth tech. Rename it to something more mundane like "Advanced Fertility Treatments" or "Gene-tailored Medicine".
What about the clone army followup tech, you ask? Maybe that could be the new Cloning? At least then you get an army out of it, which is plenty flashy.
