At the moment the word "ruler" in Stellaris refers to two completely different things:
1. The top Stratum of pops in a non-Gestalt empire;
2. Your empire's paramount Leader, i.e. the Empress, President or whatever.
With all the bonuses coming in the next DLC, the ambiguity of the word "ruler" is making the tooltips confusing to read. Also, while leaders are important individuals who are "in charge of" some specific planet, fleet, research division and so on, "ruler" pops are just pops who happen to have (or recently held) high-status jobs, like Merchant or whatever. I think for the top stratum of pops, "elite" would be more intuitive in terms of what the word means mechanically.
