It sounds like thats where the Renaissance tech will begin, then spread from there. I see what you mean though. In EU3, the reformation begins in a random german province as opposed to a scripted one. Not too big of a deal to me, but it would have been nice if Renaissance tech began in a random N. Italian province instead of a hardcoded location. Oh well.

I'm not sure where 'the fringes of the Renaissance' are, though, but it SOUNDS like its just a few provinces big. You know, the Renaissance is a fairly limited phenomenon by the date this game ends.
So imagining its centered on Cremona but the 'Fringes' are Rome, Genoa and Venice... That's historical, and I guess it's okay, but it sure heavily favors a small area with pretty big tech modifiers.
Then again, thinking about it, this is no different than the universities of Italy in EU3. Live without them or conquer them, I guess

Plus, as a very late game phenomenon you wont see it often if you dont always play to the end, and you have plenty of time to plan for it.
Personally I'd have probably made the center dynamic based on whatever small cluster of Catholic cities (to compensate for the higher starting Orthodox/Muslim tech) fist reaches a certain threshold of (late-medieval) tech. But then it would almost always be centered in the player's demesne, so maybe this is more balanced.
