Removing blockers on a any empire's planet

Images show the confirmation of action to remove blocker as long as that empire has the Energy Credits to do so. As this was done in a paused state AI couldn't have made this happen.

Upon further exploration, it was discovered that you can remove blockers from any empire's planet. Previous assumption was vassalized empires only.

Ok strange think devs need to look in to that. It would be a cool mechanic in the game if added as part of diplomacy add another level to that area. Ie I pay for this swamp tobe removed for a research agreement. Instead of just keep throwing energy credits and consumer goods at them.
