Thread title. Basically, the logic behind it is that in asserting "this land belongs to no one but me/us" you're putting strength behind your claims to rule the land and directly challenging the elected authority in the Empire.
Additionally, if this is changed, AI nations with low legitimacy/RT and bad relations with the Emperor should consider removing non-capital provinces.
Removing a capital province should give an extremely large boost to Legit/RT, and the AI should only do this if it's not interested in/incapable of being Emperor, isn't an Elector, hates the Emperor, and calculates that it's strong enough to survive on its own in addition to having very low legitimacy/RT.
