Removing tags breaks saves (whether they exist or not), which is why the tags we have wished to remove instead got reused.
So in a way they are all still there (and the tags of Florence, Andhra, Maldives, Lübeck, Nanbu, and probably some more bear witness of this).

there has to be one for the converter.

The converter creates a mod with its own tag list. Eu4 has no caliphate tag.
What's in a converter game does not really mean anything for vanilla.
