The Western Trade modifier includes a whopping -5% missionary strength, which makes sense if you stay Shinto and have foreign preachers converting your people to their own religion. However, western influences reducing the missionary strength of a Catholic (or otherwise Christian) Japan doesn't really make sense, unless the westerners are hindering the spread of their own religion.
