Remove Treasure from Holy Site of deity you aren't worshipping?

I'm stumped.
It seems like you can only access the treasure interface for holy sites through the Religion window, when they're being actively worshipped.

Is this a design oversight, or am I unaware of another place in the UI that allows relocation of treasures?

On the religion tab, the left side is your deities. There's a second tab (look at the top right) labeled "Holy Sites" where you can access all the holy sites (and remove treasures).
You can only add treasures on you're worshipped deities.
