Remove RNG from stores???

So the title says it all. Has anyone figured out a way to mod the JSON files to remove the RNG of the stores so we can just have everything show up. Even if it is just one planet it would be nice if that planet was the Walmart of the galaxy to find suff I am looking to play around with.
