Remove Portugal's extra explorers

Currently Portugal starts the game with three explorers and a general. This is probably a hold over from EU3 when there wasn't a leader limit but right now all it does is add a bit of extra clicking to delete the extra explorers at the start of any Portugal game.

some people use these explorers. if u dont, just delete them by yourself. why u want to change the game for all just because u dont like to click? it's a great advantage for portugal at start.

Why? It allows you to simultaneously explore 3 areas at the same time right the start (S. America, Caribbean/N. America and Africa). Plus, if one dies, the player still has the other 2.

Again, why? They're useful for getting a head start on exploration, and even if they're a drag on your MIL, as Portugal, you can let that slide for a little while since you don't really have any significant enemies thanks to your nigh-eternal alliance with Castile.
