I remember a large discussion about how to make this mechanic more fair and eventually at least admirals and generals were split into two different leader caps, but it was not the only suggestion. Some people suggested it to be based on force limit, others on development or the current year... but also there was just a suggestion to scrap this mechanic completely. If I remember correctly Meiou and Taxes gives everyone a limit of 99 generals because "why not?". The mechanic is annoying when in late game the force limit and economy allow for more full stack armies than general limit and the thing is; I really can't see any positive of it.
It's not like people will hire generals they don't need as they cost points so what does the limit help with? It feels like a mechanic that is annoying at times and exists for no reason whatsoever, the AI even ignores it.
I really wish the limits were removed and bonuses that used to give more cap just got replaced with something actually fun, or even just -10% leader cost.
It's just an element of the game that makes it worse for no reason.

I agree it can be frustrating to have several big army stacks but not enough generals to assign to them.
There are modifiers to increase the limitation of generals, although there are not very much options here, which is probably the reason you complain.
Also the limitation only has an effect as long as your armies are not in a sieged / allied province, else you could just swap generals out.
A possible solution would definitely be to increase leader limit by time / ages, like every 2nd age +1 leader limit would fit in nicely.

I think after generals and admirals got separate limits, it's not an issue anymore. You can increase limits with ideas, you can assign ruler or heir as general, you can pay mana points if you still don't have enough. There is absolutely no need to have leader for every stack you have.

And if you do WC and have to fight on 6 theaters simultaneously, it's your choice of challenge.

Maybe some institution (later than Feudalism) should give +1 leader on embracing, similarly to Global Trade adding +1 merchant.
Again. Yeah sure, there are ways to tweak the limit to make it less restricting in late game, but why. Why not just delete the whole limit entirely, why bother making it less annoying when it isn't needed at all? Give me a reason why tweaking it is more beneficial to the game than just getting rid of it.

If there are no limits you can roll a bunch of generals whenever you have an excess of military points, and don't need to fire anyone or pay upkeep. With high tradition like 90 or more almost all of them will be good or great, some of them will make great battle general, others will have high siege or maneuver. Then for a half of century you can forget about rolling new generals, even if someone dies in accident and you are low on mil points because you are closing idea group or you've just taken overtech.

Comes pretty much to the same thing as not doing it. You have more flexibility with what generals you use at specific moments at a cost of them dying sooner than ones promoted whenever you need them. Whether you spend 500 points recruiting a bunch of generals at once or over time recruit 10 of them is really similar due to point stockpiling. The differences are there but honestly are pretty minor.

First thing that comes to my mind, is that there are i.e. national idea sets that have the +1 leader limit in their ideas.
So you have to have a substitution for that in mind that has roundabout the same power / effect.
