In a save game or a scenario?
 
You have to edit that scenario's .eug file and remove the reference to that country's file. For example, if you wish to remove Denmark from the Grand Campaign, you have to edit \Victoria\scenarios\1836.eug and remove this line (line 2129):

I've tried this but it just makes the game crash when I try to start the scenario. Any ideas?

You have to also remove the events for Denmark (I think). Somewhere (I'm not at my home computer so can't check where exactly) in the main eug file it says "event = [bla bla]/Denmark.inc". Remove that line.

To do this follow the little list that I've made below:


REMOVING A COUNTRY

Example: DENMARK


db/events - delete Denmark.txt
- delete flavor_dan.txt

db/leaders - delete leaders.dan

db/parties - delete DAN_party.csv
- delete DEN_party.csv

db - country.csv - DO NOT comment out (#) DAN entry

db - events.txt - comment out (#) Denmark.txt
- comment out (#) flavor_dan.txt

db - revolt.txt - comment out (#) DAN entry


scenarios/GC - delete denmark.inc
scenarios/GC - holstein.inc - comment out (#) 'satellite = DAN'

scenarios - 1836.eug - delete DAN as playable nation
- Comment out (#) Denmark.inc

NOTE: this is specifically for the 1836/Grand Campaign scenario

Hope this helps. The screenshots are from a game in revolutions that I started this afternoon. Naturally I would always recommend backing up your files first.
