I dont understand the reason for restricting where client states can be created. While playing as the USA I attempted to create client states in the Middle East but couldn't because of the restrictions. (The province in the Middle East was an American core.)
It feels like an unnecessary restriction.
If a province is a core and under my control I want to be able to create a client state from it, no matter where that province is.
