Can I as Catholic leader (emperor) start a religious war? I do not see any extra war goals when I attack protestant leader. Am I doing something wrong or I have to wait for protestants to attack? I think poor protestants will never attack me as I'm protected by a very powerful web of alliances. Is there a another way to win the confliect, like converting every other member for example?

In my Austria game, I worked carefully with some protestants countries ( like the one leading the league) and purged some heresies from others. So. yes, you can totally convert them with a religious war CB.

The thing is - I'm the catholic leader, but it seems I don't have religious war CB on anyone. I haven't picked religious ideas though, may be that's the requirement?

Yeah, you can't declare war, since Catholic is already the dominant religion. You can only challenge the Protestants if they manage to win the initial war (and probably then allow Catholics to again challenge, not sure of that, haven't had it that inconclusive - first war either won in a big fashion or peace of Westphalia).
