Fairly new to the game and saw this video showing how to dismantle the HRE during the religious war.

I tried to do this myself and was able to occupy all the electors that were in the Catholic league + the emperors capital, and ally all the electors in the protestant league. I thought I would be able to dismantle the HRE in this position but it still won't let me (see picture). Is this a bug or am I missing something?
