Meaning that if you had a 3 development heretic/heathen province and your nation has 9 development in total, it should represent 33% malus to religious unity. It also means that if you have a 6 development heretic/heathen province in a 9 development country, it should represent 66% malus to religious unity.
A 3 development desert province shouldn't have the same malus on religious unity as a 47 development Ile-de-Franc.

I don't think so. In my Russia campaign encompassing half of Europe and all of Asia, converting a high development Chinese province had the same effect as converting worthless Siberian land.

They probably just forgot about this or it wasn't high priority. It really should be dependent upon development and not number of provinces, or at least scaled somehow that development matters more.
Then I wholeheartedly back this suggestion.

I have made a quick test and can confirm that religious unity is actually evaluated from development.
Note: Valid for 1.12.2 patch without any DLC.

Really? Would you mind posting evidence? I don't mean to discredit you, but I remember converting any province and getting a static 0.3% increase in religious unity (in my aforementioned Russia game).

Evidence? Here's what I did: Start the vanilla game in 1444 and play for Ligore or Pagarruyung. Both are minor three-province states with religious minority. Check the numbers. Their religious unity fits for development evaluation, not for simple number of provinces.
