Religious rebels

I am trying an Orthodox Ottoman game, but they orthodox rebels just won't spawn. I keep a missionary busy in a province which isn't ever able to convert, so I don't have to worry about that. Now, I let war exhaustion rise, stability is on -2, which makes revolt risk 18.7% religious rebels in that province (Sofia, I just took a random one with religious rebels). I am already waiting 20 years, and still no religious rebels. What is up with that?

Never mind I got them eventually (in a 3% revolt risk province). Was just plain bad luck then =)

Sometimes they spawn with small percentages, sometimes they have ridiculously large ones and never spawn, as you said its luck
