Religious lands spawn military buildings

It always amazed me that - when left to its own device - a priest / Archbishop will build *military buildings on "religious / church" / Temple Holding land --- which should be reserved for - well - religious / community activities only, IMHO (agriculture, pasture, etc.)

Bishops building barracks and camps just feels wrong. That should be reserved only for castle lands.

I don't think they're supposed to be monasteries, but areas of regular people that work and are levied in war, but that are ruled by a bishop. The archbishop provides both money and levies from those holdings.

IMO, a bishop has no business building a military training camp or barrack on temple land he manages. But that's just me.
