I have set narrowwinded to decrease tolerance up to 0.5 points and free subjects to increase it up to 0.5 points in my game. Note: I gave Serfdom and Innovative no such bonuses, only free subjects can thus cancel out the change from narowwindedness and vice versa.
I find this works well in my games (but I do it mostly for flavour)
It should be noted that free subjects have less of an effect on tech in my version. So balance wise it might not work out as well in the standard game.
