Religious Centers converting too few?

I might have misunderstood how the centers work but in most of my games the religious centers dont convert as many provinces as there are centers.
For example in my current game there are 5 religious centers, 3 protestant and 2 reformed. But for the last few years only 3 provinces are being converted simultaneously, 2 protestant and 1 reformed.
No converted centers yet in the game. While the protestant center in vienna is under control of catholic austria I thought that this might have been the problem.
But the same isn't true for the reformed centers, both being in reformed countries yet still converting only 1 province.

Any thoughts on this?

They are converting one province at once, but I don't know why a religious center stops conversion. Maybe You haven't notice something? They can convert provinces far away, it isn't spreading like a wave.

Yeah I know, I try looking at the entire map, though I cant see all the colonies (not spreading to colonies though, is it?)
Netherland just spawned with a new reformed center which is spreding currently, so 2 out of 3 religious centers spreading now for both reformed and prot.

religious centers have the tendancy to get wiped by religious rebels, which completely ignores the 5% modifier

this is actually a good question, i saw a religious center in Cyprus and i wonder if they can convert also orthodox and sunni (and other religions aside catholic)
