Personally I would be against including atheism as a full "religion" in game, it was not a mass category of identity in the Victoria game time period. IIRC even the Soviet Union did not officially proclaim itself to be an "atheist" state until well after World War II (church and state were of course separated after the Bolsheviks won the Civil War, and during the 1920s religious institutions did lose their landholdings and many churches, synagogues and mosques were closed, but unless I'm mistaken it wasn't until the late 60s that the state was officially declared "atheist"), and in fact during WWII gave some support to the Russian Orthodox Church as part of the war effort against the Axis invasion. Nowhere in Western Europe or North America (never mind the Non-Western World) pre-World War II would you have found even a small minority of the population openly proclaim itself atheist.
Maybe my country is an exception in the history of the mankind, but if this game ends in 1936, or even sooner, you have an important chunk of the population openly atheist in Spain, and more specifically in Barcelona. Anyway, in the game atheism can represent militant anti-clericalism along with the simple disbelief in gods.

Id like to see religion handled as a policy regarding allowing other religions to be practiced ranging from banning practice of foreign religion encouraging conversion to complete protection of all religions, to even BANNING OF ALL RELIGIONS a la french and communist revolutions. There should of course be a benefit with different religeon causing a bit more revolt risk regardless of how tolerant you are (althrough severely limited if you are tolerant). This would mean that being homogenous would be Ideal but tolerant would be alot easier to achieve and a close second best

Tolerance should not be some shining goal to head towards though. Being tolerant should royally piss off the majority religions to make the minorities happier.

And atheism should stay a policy, your religion is not just 'what you choose to believe' but your world view. A spanish atheism is still a catholic, he is just a violent irreligious catholic. The same as the english atheism is still Anglican and still thinks of religion as CoE thinks of itself just in a different light, but he will use the same terms and he will only be able to imagine the same concepts. Whether or not he is subscribing to that belief or arguing against it, it is still part of what he is.

It is only really after the 1970s that you start to get people who have no religion what so ever and are unable to think on religious terms [unless you count the modern narrow dogma of 'Secular Science' as a religion]. But in terms of the Game, atleast in the western world. Atheism is a policy, at best an Ideology.

AND why should they hire a mormon for the golden age of mormonism, a tiny minority. When they didnt have a catholic for CK, the golden age of Catholicism, or for EU either. Surely if all their other games are to include only one perspective on faith, that of the liberal secular protestant having this one suddenly extremely mormon would do the game harm, as most people hearing of mormon involvement then wouldnt want to be involved themselves and its a very minor thing, specific to one place. Not something that effected the whole world, or even a large part of the world, just a very small part of one country, which is alreay being pandered to by the focus on the civil war and so doesnt need any more special treatment to make it happy.
