I think sub cultures is what you are getting at here.
As for the rest, it depends on what your definition of culture is. If it is the ruling classes culture, which it seems to be for game terms, the USA has 1.

I might argue for three cultures in the US, though there's probably really only one, at least in the EUII sense of culture. Urban, Innercity, and Rural. A person living in the Chicago suburbs probably has a good deal in common with someone living in Manhattan, and certainly more in common with them than someone living on the Southside, or in Watts, or in Iowa (no offense to any Iowans out there :))

The minus already hits them where it hurts- their pocketbooks. That -30% on taxes really stings, especially considering the Balkans aren't that rich to begin with.

Well, some coutnries have hardcoded religion-settings... The poor old Golden Horde will never be able to keep their empire in one piece just because they are doomed to hate the orthodox....
I would argue that more countries had hardcoded tolerations for certain religions which would be more realistic. I would think about Spain or Austria not being very tolerant toward islam (+ Spain not being gald with protestants) . On the other hand, countries as Poland or Ottoman Empire should get quite hughe tolerance possibilities.
But well, it has been discussed before and as usually it stays only here - as a wish (what a shame they threw away that good old wishlist-forum ;))
