I cant figure out what this edict does (and I mean the unlockable one that says 90% resistance to reformation, not the standard Enforce Religious Unity). I tried turning it on in a province that was about to be converted by a nearby centre, but it didn't slow the progress down. Does it lower the chances of the province being picked in the first place?
