Ive used generals with major "-" to their reliability... they never did anything... whats it for? I have never seen troops revolt or runaway.

It becomes an issue when maintenance is low, I think. The troops will be naturally cranky and the -5 penalty from some generals will do some damage. It has happened to me more than once.

Minority culture...

But problem is wider

is there ANY NEED/INCENTIVE to recruit minority culture trooups ?
(If I understand system - you use pops to have a pool, but can draw at will only majority culture levies from pool - thanks to patch, will no longer work with colonies, but still feasible with minorities)

ditto for DEPLOYMENT - I understand that game engine is already (over ?) burdened, but imho, Victoria should inspire from Paradox' Europa Universalis and not from...SSI "Imperialism" (easy simple game, interesting features (ideas taken here and adapted ? - make money selling weapons, furniture, and clothes - have a look !) first to take relationship with third parties into bilateral countries relationship, historical starting, can be fun, but (a)historically inaccurate in mechanism for my taste - pitiful AI diplomacy, grab the easy target policy, no nationalism, Catalunya as independant in 1848, no land trade, no world outside Europe, ridiculous "council of governors", and so on..and same remark about exponential growth endgame) - matter of fact, in "Imperialism", deployment was in capital only but then you could send any strength at will in any province you owned (limited by GLOBAL transport capacity but for endgame GLOBAL capacity was such that it hardly ever mattered) instantly - at any distance

a deployment cap per province " à la Europa Universalis" would be fine - feasible ?

 would be fine if Paradox could fix that in incoming patch :)

yeah, since the French decide who gets to unify Italy a then pretty much u cant control your fate and the negative reliability can never be reversed if the French bypass you, which they did with me even with 200 relations

of course they lost languedoc and prvence because of it
