Thing is, id writes 3D engines which are much more short-lived than a strategy game; by the time they release the source it doesn't have much commercial value left. With the Doom3 engine out there's not much market left for a game based on the Quake3 engine. Paradox has been mostly evolving and modifying the same engine ever since EU and its source is probably still very useful.
