Releasing Dormant Countries?

Sorry for the probably really ignorant question (I've been asking a lot of these recently), but I was reading through the manual and I wasn't quite sure if this: "When created these nation are essentially minor states and automatically become a Satellite of the nation that released them", meant the nation that released them through their war efforts, or the nation that released them because it was a peace condition.

My question is phrased badly, but for example if Ireland is a dormant country and France somehow gets Great Britain to release them (don't even know if this is possible), would they become a satellite of France or GB?

I think its alright. It would be a satellite of GB, because they are the ones that release it.

No, this isn't ignorant at all. I was confused by this as well when reading the manual. It would seem intuitive that if the dormant nation is released as a peace condition by the defeated nation, then the dormant nation would become the satellite of the victorious nation. But the manual is, at best, ambiguous on whether that is actually the case.

It becomes a satellite of the victorious nation (France).

In their eight player multiplayer game the centre powers made russia release the grand duchy of warsaw via a peace treaty. After that it fought with them against the peripheral powers.
