I'm using the SVN version so I don't know if this is true with the general release, but I think followers of Molag Bal get a decision to ask him to turn them.

For 1000 piety, you can become a pureblood vampire. They have better stats than normal vampires and don't need to feed.

Nope, there isn't a difference. You feel a surge of power in your veins and voila, you're a pureblood. Note that, much like how it works in Dawnguard, you can receive pureblood vampirism even if you're already a vampire. Also, if you're Cult of Molag Bal and get revealed as a vampire, other characters who are Cult of Molag Bal will not mind.

why remove the high kingdom system ?
i cant make a proper kingdom !!!!

The old High Kingdom system was taken out because the AI had no idea how to use it. There still are High Kingdoms, they're just de jure kingdoms.

Yeah, the "High Kingdoms" are the de jure Provinces and the regular kingdoms are titular/"tribal" titles. Of course, this means that you can't have a "kingdom" title and a "High Kingdom" title at the same time, but that makes sense

It seems I can't no longer ask my subjects to convert to my religion.

That's intended for balancing purposes. There's going to be a custom targeted decision that will do the same thing, except that it will require a higher opinion of the person making the demand for it to work. It used to be way too easy to convert vassals (this is especially apparent if you're Durcorach and you aren't at war with anyone; your vassals in Cyrodiil will happily convert to Reachman religion instead of Eight Divines). Now characters will be significantly less fickle with their religious beliefs.

So I tried playing the newest version with no other mods, and it launches. It starts going through the loading screen, but once it reaches "serving Akatosh," it crashes and a message comes up that says "Crusader Kings has stopped working." Is there a way I can fix this?

I have an issue similar to that. I can get to the custom game setup, but when I start a new game, CK2 closes without any error message. I only just got the required DLC and I thought that solved the problem. (Now I realise that there is a version for people without the portrait files, but that's too late)
