Is it possible to relise states in Victoria?

The swedish producers must have missed some history lessons, and made Norway a part of Sweden even though they was far more independent then , then when they had a union with Denmark in the EU period. But since haveing Norway as states by themselves in EU3 weakesn Denmark and as part of Sweden in this period, strenghtens Sweden, they choose to forgot that fact that the only thing we shared was foreign politics.

So is it possible to load up the game as Sweden, realise Norway, save and then play what ever nation I like? Not Norway I need an easier country to start with, but I just get annoyed by the fact that the swedes producers knowingly tried to change history in the game.

Game-wise there are three options, Norway totally independent, Norway as a satellite or Norway completely owned by Sweden. The first one would be blatantly unhistorical, and none of the other two are entirely satisfactory either, but Paradox had to pick one. Since it's easy to release satellites in-game, but impossible to annex a satellite (without war), the best choice (with respect to players) is to have Norway as owned by Sweden, but releasable.

I figured out how to make it a satelite state and did that. I'm not quite sure what satelite means in the game, but it seems as the once closest to historical. Not independant, but not a part of Sweden either.

You can release whatever satellites you want, if they exist in-game at the time, like this: Figure out which country owns the satellite you want to release. In your case, it's Sweden. So right-click on one of the flags on the Menu screen. That allows you to choose any existing country. Choose Sweden, load, pause the game, release Norway, and save. Exit the game and go back to the Menu. Click on the save game file. Go to the flags and choose whatever country you want. You can choose another country and release satellites from it, or you can just play the game.

In game terms it means that Norway is automaticly your ally. They can't enter any kind of other alliances with other nations. They have no foreign policy.
