Think about this. I get this game in Norway, then I fly to USA in 1hour, can I still play eu4 in USA?

Yes, because the game gets released concurrently everywhere in the world, even though those places aren't in the same timezone. So in 34 (or 29 if Johan is right) the game will unlock for everyone.
