What is the relationship between the unit of good produced and population? I'd assumed that a larger population translates directly into more units being produced a province, however I've been seeing too many cases where this just isn't true.
For example, in my current game Peurto Rico has a population of just 2,444 and produces 1.3 units of sugar, whereas my own province of Abkhazia has a population of 14,376 but produces only 1.2 units of wine. What gives?
