Is Spain in the game and post Franco Era more of a loose confederation instead of a unified country?

What about right now would you think its a unified country? For the Spanish republic would it be better represented with Kingdoms say from EU series to best represent the Republic as loose confederation or is it better now?
I see you are from Arizona. Spain now is a Kind of Federation. It is in someway like USA. One country with many "States" (In Spain is called "Autonomías"). Spain as nation have some control of power, and "Autonomias" shared power with the Whole of Spain. 
Its not quite like the US though. American states have far more autonomy than the component parts of spain.
It seems federation is popular lately in Europe: Spain, Germany, Belgium,... Even UK, with Scotland, Wales and Northern Ireland. And in other countries, like France and Italy, regions are asking for such a transfer. Some countries already split, like Czhec replublic and Slovaquia. And Belgium probably soon.
In all those countries, there is some decentralization in process, more and more power and control is transfered to regions.
It is amazing when you think they are building Europe (or trying to, or saying they try to). Europe would maybe some day become a federation of countries, those countries being a federation of regions. So, Europe would be a federation of federations... A lot of paper work and wasted money.
But in the game, Spain is a country. At the time of WW2, Franco had enforced a full control on it, and was refusing any autonomy to the regions.

Neither Spain nor the UK are really federations.
THe UK has several regions with different levels of autonomy. Scotland has the most while Wales the least. Still it is a central state with no English Parliament and no true federal structure. Of course you are getting into political science here and with the EU regions and decentralisationthe lines are being blurred. Czechoslovakia wasnt really a federation for most of its life even though it was called that.
