Well, technically not, but practically yes. Currently it makes Crusades Exceptations a joke, which is probably not intended by Paradox. :(

It's easy to fix though and there is already a quick fix in Scenarios subforum. :) So no worries.

I made a quick fix for that. It reduces all piety and prestige gains from buildings and traits to tenth of what they were.

Is Il-Khanate changed some way in 1.04? I have played 1337 many times and after 1.04 I saw first time Il-Khanate manage to hold itself pretty much intact. Previously Il-Khanate's rebellious vassals usually eated the poor Il-Khan alltogether. :rofl:

I just DLed the patch. %$^^%&^*

Yesterday I started as Duke of Norfolk with 3 counties, about 8 vassels running from Bristol upto the Scotish border. Now...I got 4 counties and ONE vassel controling 1 county.

"sigh"

Oh well, I do like a challenge

Make sure you do not use that fix with 1.04a. The problem was not in the provinceimprovements.txt file but in the game code, so it was fixed in the code. :)
