Rejected subsidiary does not generate cassus belli

So, if you demand someone become your vassal and they say no, you get a vassalize cassus belli on them.
However, as a megacorp I just tried it with the megacorp special vassal type (subsidiary) and I did not get a suitable cassus belli.
Is this working as intended or is this a bug? if it is working as intended, how do i go about generating a subjugation cassus belli as a megacorp?

ARRRRGHG!!! I just finished a truly massive and long long war where my wargoal was to make subsidiary.

I 100% occupied all both enemy vassals (down to the last system and planet) and 1/3rd of a 3rd of the overlord. Overall I conquered 1/3rd of the entire galaxy. vastly more territory then I already owned.
When I was forced into white peace... which SHOULD have created new vassal empires from occupied territories while leaving unoccupied territories independent...

But no, first 1 of the vassal empires that was fully occupied just... somehow opted out of the war without giving me anything. This happened when my defensive ally somehow declared war on them, then instantly won because I fully occupied all their systems. somehow making them the vassal of my ally.

Then in status quo my vassal grabbed 1 single planet and that is it. That is the only change that happened.
No new vassal was created from occupied territory, (neither in the overlord lands nor in the enemy vassal lands).

I know it works normally if you use a proper subjugation war as I used it to carve up enemy empires, but apparently make subsidiary variant is broken and unlike other vassalize wars it does not breakup occupied territories into a new vassal.

edit: facepalm. I didn't hold any planets that belonged to the enemy overlord. maybe this is why? let me double check. Still pissed

edit2: Yea. double checked. I didn't hold enemy overlord planets. The bastards are just too far away from my empire
