Will it be possible to bring the German Empire back, or at least put the Kaisers command in charge of a puppet country say Slovakia?

It's probably possible. Although maybe not as there is no 'monarchy' coup faction. I'm guessing constitutional monarchies are filed under democracies while absolute monarchies are filed under fascism.

there was a very real possibility of the return of Wilhelm II in a coup in 1938 that was planned known as the Oster Conspiracy.
Hitler was seen to be way too aggressive to some with the czech situation, with people thinking it was going to put germany into conflict with france way too fast and it was going to be terrible and ruin Germany. So they planned to assassinate hitler and welcome the last german emperor back from his exile
however, instead hitler's czech gambit paid off and he was seen as an incredible statesman and the coup was basically undermined.
i would personally like to see a way to put Willhelm II back on the throne, which if possible replaces "GERMAN REICH" with "GERMAN EMPIRE" across the map. its not like its going to make a massive difference in how the game plays, but it'd be a really nice alternate history playthrough, especially since the kaiser has a lot to gain returning to his destroyed country that has risen from the ashes to face the allies once again
