Madam (The Governor-General of Brazil),
I have received and taken note of your own protests about the mission I have ordered to Chile. Of course, being myself a native of Brazil, I'm the last who would like a war to happen between our country and Argentina. Instead, I would propose you to send the mission to Buenos Aires, in order to prove our good feelings towards Senhor Justo. But I must day, with all due respect, that the hostility that the current regime in Argentina shows towards us makes this attempt rather hopeless, but it should happen anyway. I hope you will agree with me as Governor-General of Brazil and welcome the delegation when it will arrive at Rio de Janeiro. If not, then we should send them to London, in order to further strengthen our links with Great Britain, due to the incoming events in Europe.
